The Clima-Med project, Acting for Climate in South Mediterranean, in collaboration with the Association of Palestinian Local Authorities (APLA), successfully concluded a three-day specialised training workshop focused on preparing Sustainable Energy Access and Climate Action Plans (SEACAPs). The workshop brought together APLA’s Task Force on Energy and Climate Plans, comprising representatives from the municipalities of Hebron, Beitunia, Al Eizariya, Salfit and the APLA executive team.

The training aimed to strengthen the capacity of Local Government Units (LGUs) in creating and implementing comprehensive SEACAPs, by providing direct technical support, and scaling up knowledge sharing. By equipping participants with the necessary tools and expertise, the workshop sought to empower Palestinian municipalities to adopt sustainable policies and practices that address pressing environmental and climate challenges while aligning with international standards.

Led by Clima-Med experts, the sessions leveraged key resources developed by the project, including the SEACAP Preparation Manual—a step-by-step guide for crafting action plans—and the Climate Finance Guidebook, which supports LGUs in funding and implementing climate plans and initiatives. Participants delved in critical topics such as emissions calculations, renewable energy solutions, risk and vulnerability assessments, mitigation and adaptation actions, and financing strategies for SEACAP implementation. The training also emphasised the importance of awareness-raising and promoting climate policies at the local level.

This initiative is part of the ongoing collaboration between APLA and Clima-Med, reflecting their shared commitment to integrating sustainable energy and climate actions and the project’s methodologies into APLA’s strategies and future plans.

The workshop generated dynamic discussions about the unique challenges faced by Palestinian local authorities. Key outcomes included:

  • Establishment of the SEACAP Support Mechanism (SSM): A technical framework within APLA, supported by National Coordination Groups (NCGs) members, to facilitate the development and implementation of SEACAPs.
  • APLA’s Task Force mission: The team will lead the SSM activities, providing robust support to participating cities.
  • Membership in the Covenant of Mayors for the Mediterranean (CoM Med): Steps were agreed upon to enrol APLA member cities into this regional initiative, promoting greater collaboration and resource sharing.

The partnership marks a significant step forward in paving the way for the resilient, environmentally conscious communities in the region.
