As temperatures rise and water becomes scarce, 92 cities from Morocco to Jordan have taken steps toward combating climate change. Mayors and cities’ technicians have crafted and delivered 69 Sustainable Energy and Climate Action Plans (SEACAPs) across beneficiary countries in the MENA region, all approved by municipal councils.

This achievement stems from a collaborative effort among local authorities who recognize the importance of strategic climate planning, supported by the Clima-Med project. Clima-Med has provided assistance through training workshops, hands-on guidance, and by engaging local officials, community leaders, and technical experts over the past few years. National authorities have also played a key role in ensuring these plans align with national climate strategies.

A Collaborative Effort for Climate Resilience

The SEACAPs are more than technical documents; they serve as blueprints for a greener and more resilient future. Each SEACAP is tailored to meet the unique needs of its city, blending strategies to reduce emissions and adapt to climate risks. They identify pressing hazards such as extreme heat, drought, and water scarcity, while proposing adaptation strategies to build resilience and turn climate challenges into actionable solutions.

Plans that Speak Local Languages

In a game-changing move, 40 of these plans are now available in Arabic, breaking down technical barriers. By providing scientific information in the local language, Clima-Med is making climate science more accessible, fostering greater engagement among local authorities and stakeholders, and equipping beneficiary cities with the knowledge, tools, and mindset needed to drive meaningful change.

 

The Ripple Effect

The success of these 69 SEACAPs reflects the increasing momentum for climate action in the Mediterranean region. Over 250 new municipalities have expressed interest in joining the Covenant of Mayors for the Mediterranean (CoM Med) and developing their own SEACAPs. To meet this rising demand, Clima-Med is preparing an action plan to support additional cities, offering training sessions and access to the SEACAP preparation guidebook.

The CoM Med initiative has been instrumental in this progress. A recent report by the Joint Research Centre (JRC), titled “Assessment of the Covenant of Mayors Initiative in the Southern Mediterranean Region,”underscores its role in aligning local efforts with national and international climate goals, emphasising the power of local action.

As CoM Med celebrates 15 years of progress, it continues to inspire cities across the Southern Mediterranean to take bold steps toward a sustainable future. It serves as a platform for knowledge transfer, enabling municipalities to learn from each other’s experiences and best practices.

Looking Ahead

While the finalisation of 69 SEACAPs is a significant achievement, the journey is just beginning. Municipalities must now secure funding and implement the actions outlined in the Plans. However, the groundwork is laid for a more sustainable Mediterranean region, showcasing the power of local leadership and collaboration.
